I have the honour to forward for Your

Lordship's consideration the enclosed copy of a letter which has been received by the University of Hongkong from the League of Red Cross Societies, Geneva, Switzerland, and

to request that you will be so good as to inform me whether you consider it desirable that this Government should co- operate in the proposed scheme. It would appear to be pre- ferable for the Head of the Sanitary Department to furnish any reports that are wanted than to permit them to be left for compilation by a private correspondent.
